Function getPrecisionValueFromRaw

Constructs a PrecisionValue object from a RawValue. It calculates the scoped representation of the rawValue (which is in providedScope) by converting it to the currentScope.

Parameters
- rawValue: RawValue
  The raw numeric value in its original providedScope.
- providedScope: SupportedMeasures
  The original scope (unit) of the rawValue.
- currentScope: SupportedMeasures
  The target scope (unit) to express the scoped value in.
Returns PrecisionValue
A PrecisionValue object containing the calculated scoped value and the original value (raw).
